RE: The tariff classification of a roll of glass fiber roving from China

Dear Ms. Gooch:

In your letter dated March 6, 2006, you requested a tariff classification ruling.

The item in question is identified as a roll of glass fiber roving. You indicate that it is a low alkali, without boron, silicate glass fiber in an amorphous vitreous state, with an organic polymer size CAS# 65997-17-3.

This material is an industrial material used in conjunction with resin in hand lay-up, spray-up applications. It is used in door and shower panels and boat hulls.

The applicable subheading for the roll of glass fiber roving will be 7019.12.0080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for glass fibers (including glass wool) and articles thereof (for example, yarn, woven fabrics), slivers, rovings, yarn, and chopped strands, rovings, other. The rate of duty will be 4.8 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
